A month of sanctity can be honoured if its respect/dignity is also possessed by the other party.
And all sanctities-rights are to be followed to conclusion-adjudged in the manner of exactly following footsteps.
Thereby, if someone had done to you people an unrestrained act-harm, thereat in keeping with the principle of proportionality: "al-horo'maa'to qisa'suen" you may [if you can't pardon/ignore] inflict upon him similar harm as he had inflicted upon you.
And sincerely endeavour to attain the protection from Allah the Exalted;
And remember that Allah the Exalted is with those who sincerely endeavour to attain salvation. [2:194]

And you people spend your financial resources in the cause-seeking attention and Mercy of Allah the Exalted.
And you should not cast yourselves into self ruin with your own hands by keeping fists closed [as is done by Muna'afiqeen-9:67].
And you consciously adopt a balanced, graceful and generous conduct-approach towards others.
It is a fact that Allah the Exalted appreciates-loves-acknowledges those who conduct moderately, gracefully and generously. [2:195]

And you are directed to conclude the Hajj and Uemraa:Sacred Visitation for which ever you had come in reverence for Allah the Exalted.
Thereat, subject to you having been blockaded-denied permission to perform it you are only required to deliver whatever sacrifice is readily available as accompanying garlanded mammals designated for slaughter.
And you people should not remove hair-shave heads for such time that the sacrificial mammal might reach the destined point; consumed-distributed.
However, if someone is sick, or with itching-irritation persisting in his head he is faced with, necessitating removal of hair or avoidance of shaving, thereby to avoid the stated course an absolver is due upon him of choice; fasting, or to gift something to needy, or do any good act.
Subject to you are afforded security-permission for entry, thereat, if some one wished to avail the benefit of Uem'raa visit towards Hajj he shall sacrifice what is conveniently available to him.
However, he who does not find to comply with this injunction he shall fast for three days during Hajj and for seven days on return to native place.
This will make fast for ten days completely. This injunction is for him who is non-resident of Sacred Mosque.
And sincerely endeavour to attain the protection from Allah the Exalted;
And you people know-be aware that Allah the Exalted is watchful/examines matters minutely till its logical conclusion. [2:196]

The Hu'j is in the limited Days [composite comprising day and night] which are famous-a matter of common knowledge-information [known from centuries, therefore need not be mentioned-22:28].
Therefore, he who has "cut off, alienated, isolated-undertaken obligation" in these days for Hu'j, thereat [having put on eharaa'm/Hu'j dress] neither engaging in matrimonial relations-sex affairs-all sex related excitements nor any un-restrained-abnormal act and any purposeless debating-wrangling is permissible during Hu'j.
And should you people initiatively perform any deed of better import, Allah the Exalted will certainly acknowledge and make it known [since He is eternally and always watching the affairs].
And you people take along necessary provisions for journey. But know it, the best provision of journey is the attitude for salvation.
And sincerely endeavour to attain salvation from Me, O you the people who look into matters objectively/find the end purpose/objective of creation. [2:197]

And there is nothing blameworthy upon you people in undertaking effort for seeking the sustenance of your Sustainer Lord [in congregation at Mina and Arafat, not afterwards].

Thereat, when you have dispersed from Arafat: Ground of Congregation of Hu'j, get busy in the remembrance of Allah the Exalted near by Mash'aril-Haraa'm (Muzdalifah).

And remember and mention Him the Exalted affectionately according to your aright guidance you have received [He the Exalted has given you by giving Grand Qur'aan].

And before it (Grand Qur'aan) you people were certainly part of those who were neglectful of the protocols of the occasions. [2:198]

Afterwards the expiry of night you people move out from the place from where other people are moving out.
And incline yourselves to self accountability to seek bucketing-protection-forgiveness of Allah the Exalted for lapses/omissions.
Indeed Allah the Exalted is certainly the oft Forgiving-Overlooking, the Merciful. [2:199]

Thereat when you people have completed your physical acts-protocol of Hajj,
repetitively mention the Glory and Praises of Allah the Exalted enthusiastically like as you people recall and mention your forefathers in public,
or talk about Him the Exalted with more vigor, magnanimity and pride.
For reason, there is one amongst people who asks this in kingly style, "Our Sustainer Lord, give us the comforts in this World".
And mind it that not at all a share will be there for him in the Hereafter. [2:200]

And there is the heedful amongst people who for self and others prays;
"Our Sustainer Lord! Give us the best in this World and grant us the best in the Hereafter
And You the Exalted save us from the torment of heated Hell Prison". [2:201]

They are the people; the allotment of reward for that which they had earned is secure for them [since their acts will not go in waste]
And beware that Allah the Exalted is the swiftest in accounting-measuring-judging-evaluating-reckoning. [2:202]

And you people praise Allah the Exalted during the appointed days.
For reason that someone hurried back in two days there is no wrong upon such person, and he who postponed his departure there is no wrong upon him too.
This is for one who did it consciously in the cause of Allah the Exalted [not personal considerations of commerce].

And sincerely endeavour to attain the protection from Allah the Exalted;

And remain mindful that you people will be gathered-resurrected to be held accountable by Him the Exalted. [2:203]

2:197

The Hu'j is in the limited Days [composite comprising day and night] which are famous-a matter of common knowledge-information [known from centuries, therefore need not be mentioned-22:28].

It is a simple nominal sentence by structure and semantically declarative.

Be aware of history of that time when Our Majesty had marked the site of the House for acknowledgment by Iebra'heim [علیہ السلام].
The purpose of this site-marking was told to him: "you should not associate with Me any other space.
And you manage and maintain the cleanliness- sanctity of My House for people who will walk-orbit around it;
And for those who steadfastly stand and are the performers of kneeling coupled with the trait as performers of prostration." [22:26]
And you pronounce amongst the people for Hajj: Pilgrimage to Ka'aba;
They will come to you on foot [from nearby vicinity] and upon every ride; they coming from every deep and distant mountain highways; [22:27]
So that they may witness benefits for them;
And so that they mention on sacrificial mammals the name of Allah the Exalted during the appointed days on what Allah has given them of those herbivorous mammals who are: stout bodied and make half-nasal half-throaty voice.
Whereupon you people eat part of them and feed the destitute needy. [22:28]
Thereafter the consumption- disposal of sacrifice they should/may remove respectively their dirt/hair by shaving/ or trimming of hair if bald [as prescribed in 2:196]
And they should consciously cause the fulfillment - laying off - alienating their respective vows;
And they should affectionately walk - move around elliptically- gyrate around the Sanctified House. [22:29]
