 Therefore/for reason let not their [Muna'fi'qeen] worldly wealth/movable and immovable assets and nor their progeny seem to you exotic/astounding,

because Allah intends that He may punish them in the worldly life with this wealth and progeny [acting as crucible for them] and so that their selves are ruined/dilapidated. [Read with 9:101]

And [notwithstanding their oral deceptive claims of belief] they are the rejecters/ungrateful. [9:55]

[On resurrection same claim 57:14]

And they swear by Allah that they are certainly from amongst you while they are not from you, on the contrary they are a people who alienate [when war is made mandatory]. [9:56]

[Muna'fi'qeen feel as if death is about to veil them-47:20] Had they found a refuge or caves or any place of entrance they would have turned towards that, and they frantically runaway. [9:57]

And from them is one who slanders against you, the Messenger [Sal'lallaa'hoalaih'wa'salam] with regard to [treasury] gifts/collections.

[His act is without reason and rhyme, only for personal greed] For reason/then/in consequence if such people had been given out of treasury gifts/collections they would have felt satisfied and happy; and if they were not given something out of that in that case they are outraged [and start slandering]. [9:58]

And how appreciable it would have been had they felt satisfied what Allah and His Messenger had bestowed upon them

and had said, "Allah suffices for us, Allah will keep giving us from His bounty and also His Messenger [Sal'lallaa'hoalaih'wa'salam].

Indeed towards Allah we turn affectionately and reverently". [9:59]

Indeed the gifts of generosity in the state treasury are for the needy and the destitute and the managerial staff upon its management;

and for those whose hearts are absorbed in the cause of Allah [restraining their movement-2:273] and for freeing the necks and for under-debt and for any other good cause for the sake of Allah and for wayfarer.

 Subject to availability of gifts of generosity in state treasury this determination of deserving ones is ordained/apportioned by Allah.

And Allah is Ever All-Knower, All-Wise, Knower of invisible/hidden realities/considerations. [9:60]

And amongst them/Muna'fi'qeen are those who annoy the Chosen and Elevated Servant of Allah and they slander, "He puts ear".

You respond that his listening is good for you people, he accepts/believes in the word of Allah and he accepts for believers and he is personification of mercy for those who have truly believed from amongst you.

And those who cause annoyances to the Messenger of Allah for them is [in wait] a grievous punishment. [9:61]

They swear by Allah for you people, the believers, so that they may please you but Allah and His Messenger has more preference that they should seek his pleasure and approval if they were truly the believers [as per their oral claims]. [9:62]

Did they, the Muna'fi'qeen, not know that indeed the consequence, for the one whoever obstructs and hinders Allah and His Messenger [Muhammad Sal'lallaa'hoalaih'wa'salam], is that for him is the scorching heat of Hell-Prison wherein he shall reside permanently?

This is the greatest humiliation. [9:63]

[With reference to time frame-period of revelation, rejecters from Pagans and People of Book desired that further revelation may not come-2:105, so was of the wish of Muna'fi'qeen] The deceptive and false claimants of belief through oral declarations in the believer's society are apprehensive that a Surah [demarcated chapter] might not be sent upon them, the believers, which informs them about that what is in their hearts.

You, the Messenger [Sal'lallaa'hoalaih'wa'salam] pronounce, "You people keep non serious/jesting. Indeed Allah is the One Who will bring forth what you people are apprehending" [9:64]

And if you ask them they will certainly reply, "We were merely conversing hypothetically and we were just amusing"

You, the Messenger [Sal'lallaa'hoalaih'wa'salam] say to them, "Is it that about Allah and His Aa'ya'at and His Messenger you people are non serious and funny? [9:65]

You people do not exculpate to get absolved, you people indeed have denounced belief after proclaiming belief"

o

If We overlook and pardon a group from you people [who returned repenting and they perfected themselves-4:146] We have to punish a group because they indeed remained criminals [till their death]. [9:66]

The men and women who are deceptive and false claimants of belief through oral declarations in the believer's society are for each other.

They enjoin/propagate conjectural innovations/deceits/deviations/unfamiliar, unauthentic and unverifiable myths and they forbid the accepted social values/norms/appropriate conduct/the Aa'ya'at of Qur'aan.  

And they keep their fists closed. [A miser may not necessarily be a Munafiq, but a Munafiq is certainly a miser]

They have forgotten Allah, therefore, He has discarded and condemned them as not worthy of consideration.

Indeed the Munafiqeen are the people who are transgressors/go out of the prescribed bounds. [9:67]

The promise of Allah for Munafiqeen  men and Munafiqat women and those who persistently refused to accept/believe is the scorching heat of Hell-Prison wherein they shall reside permanently.

 

That is commensurate for them and they are the people whom Allah has discarded as condemned and cursed;

and for them is punishment that ever continues/stays/enduring. [9:68]

Like those before your times, they were more powerful in strength than you people and comparatively more abundant in wealth and progeny

and resultantly they enjoyed with their portion of fortune and in the like manner you have enjoyably availed your portion as were benefited those before your times with their portion.

And you people have indulged, in hypothetical and meaningless conjectural conversations like supposed walk on the surface of water, in the fashion the people in the past indulged in such baseless discussions.

They are the people whose acts went fruitless/yielded nothing/of no value and weight in this world and the hereafter.

 And these are the people who cause/earn loss to themselves. [9:69]

Has not come to their knowledge the news of people before them; the nation of Noah [alai'his'slaam], and nation A'ad and nation Thamud;

and nation of Iebra'heim [علیہ السلام] and people of nation Madyan  and the towns overturned?

Their Messengers brought to them [the message of Allah] with distinct unprecedented signs.

Then in consequence it was not for Allah that He should do injustice to them
