O, those/you who consciously proclaim to have accepted/become believers, listen When you people stand [on the call/pronouncement of the time fixed/appointed] towards/for joining the As-salat [congregational physical prayer in the Mosques or individually] then/for reason [to clean and mentally prepare/refresh memory] wash with water your faces and your hands towards and up to elbows [it covers whole forearm], and efface/wipe your skull/hair/heads, [head is one unit of body, no movement towards mentioned] and

In both, the basic job done is to segregate oneself, one thing from the impurities clung to it/around it. The distinction and peculiarity, however, of the two is that "غ س ل" is restrictively used for corporeal cleaning/purification with water while Root "ط ه ر" has connotation both corporeal and ideological and can be attained both with the help of water and otherwise.]
And if you are suffering from disease, or are journeying, or someone of you has come after easing himself or you had intercourse with wives [Same in
4:43] then being in such state if you do not find water then resort to seek clean earth and with it wipe your faces and your hands. Allah does not want to appoint for you something from contracting difficulty/irksome rather He wants that He may cleanse you people and to complete His blessing/favour [Grand Qur'aan] upon you so that you people may express gratitude/you also become capable to make things apparent.
