ٱلدُّنْيَا: means low, near, earthly, worldly. ٱلْعُلَى means high, elevated, higher in place, ascended, lofty, The Sky was converted into seven firmaments/layers one above the other, Sky of the Earth and above it six skies ascending above/higher.

Ta Ha
We have not communicated/sent the Grand Qur'aan to you the Messenger [Muhammad Sal'lallaa'hoalaih'wa'salam] that you might burden yourself with heaviness of mind and heart, the objective is but the narration, a reminder/frequented source for the one who is mindfully apprehensive of eventuality. [20:02-03]
The Qur'aan has been communicated gradually and successively by the One Who created the Earth and the relatively upper-higher Skies [six above Sky of Earth] [20:04]
[thereafter] Ar'Reh'maan ascended/mounted the Seat/Throne. [20:06] And if you raise your voice while speaking [it is unnecessary] since/then remember He indeed knows the low volume whispers and the more closely kept hidden secrets.
