(مقاييس اللغة)
الخاء والباء واللام أصلٌ واحد
يدلُّ على فساد الأعضاء
That it leads to the perception of
commotion, disturbance, impairing of the organs of body.
This perception specifically in relation
to a body of people can be described by English word "to create turmoil
in them" that means a state of great disturbance, confusion,
or uncertainty, turbulence, agitation, upset, unrest, disruption.

O those people/you who
proclaim to have
accepted-become believers, listen;
-
You should
not associate with people other than your community as
soul mates. They cease and desist not exploiting your
impairment/creating turmoil. They yearned for what rendered you
distressed.

The grudge, hatred and resentment has become evident
by their
utterances. And what their chests are concealing is much greater
than their evident resentment.

Indeed, We have explicitly
explained for you people Aaya'at:

people they would not have increased strength of you people except
adding turmoil;

some amongst you who are good audience-listeners for them.

Be mindful, Allah
the Exalted has always been
fully aware of the wrong-doers-distorters. [9:47]
