(81:17) وَاللَّيْلِ إِذَا عَسْعَسَ And by the night as it closes in.

The verb عسعس could mean 'arrive' or 'depart', so it could mean both 'the night as it arrives' or 'the night as it departs'. Which one is more probable?

Checking the Qur'an we find in only one verse (74:33) وَاللَّيْلِ إِذْ أَدْبَرَ And [by] the night when it departs. But we find majority verses where Allah swears by the night when it's darkness engulfs the horizon. See for example (91:4), (91:4), and (93:2). So, the majority vote wins and that is what Ibn Katheer supported as opposed to the view of Ibn Jarir.
