These two sentences on the first sight look identical, but they are not same having variation in two elements. Firstly the name is spelled slightly differently. Another difference is the use of indefinite noun in the first sentence while in the second the same noun is definite by definite article for the Town, geographically a valley. They have a delicate grammatical difference; in the first sentence: بَلَدًا ءامِنًا is an adjectival phrase with first noun as the second object of the preceding verb, while the first object is singular masculine Demonstrative pronoun. In the second sentence the definite noun: الْبَلَدَ is not the second object of verb but is equivalent appositive for the Demonstrative pronoun, and: ءامِنًا the same active participle is second object of the verb.
These two sentences initiate the same real life event. These two sentences are an excellent example of unique literary device used in the Grand Qur'aan which is called: تَصْرِيفٌ made from Root: "ص ر ف". Lane's lexicon describes its basic concept: "signifies The turning, or sending, or putting, a thing away, or back, from its way, or course; the causing it to turn away, or back; there from; the averting it, or repelling it there from: or the shifting a thing from one state, or condition, to another;".
This device facilitates the reader to conclusively comprehend a subject, topic and concept by describing it with the help of dichotomous relations; by showing it from different angles, dimensions, and aspects. Dichotomous relations and terms incorporate both closeness and distance and help human cognitive tendency in categorizing experiences with their help. This device portrays the varieties, or vicissitudes of affairs or events; scope, diametric properties; and possibilities the reader might not have given a thought. It illustrates how and why is it important to observe the other side of same or similar subject or concept and be mindful of possibilities that have not occurred but are probable.

Indeed, Our Majesty has compositely sent the afore-mentioned Book in the form of a compilation; titled Qur'aan, having characteristic of text transcription in Arabic: a perspicuous, eloquent, distinctive and precisely expressive language; the language of the sons of soil of Arabian Peninsula.
The consideration for its compilation in Arabic language is that you people might conveniently save it in memory, thoughtfully analyze the information differentiating fact from conjecture, and reflect. [12:02]

Take note, this Qur'aan is certainly the most exalted within the Mother of the Book in Our custody. It: the Qur'aan is the transcriber of wisdom-the knowledge of invisible-secreted-infolded. [43:04]
