: It is a possessive phrase:
: مضاف First noun of possessive phrase; it stems from Root: غ ى ر. In all three inflexions, it always occurs in a possessive phrase and signifies "other than"; "else than - somebody or something different or alternative than the possessive noun."
: مضاف إليه Second noun of possessive phrase; it is definite, masculine, singular passive participle, from Root: غ ض ب. It signifies anger, fury since it is accentuation of displeasure. Since anger falls in the semantic domain of passion, it cannot be associated in these meanings with Allah the Exalted Who is the Supreme Sovereign.
It refers to people who are liable to criminal cognizance. They are the majority of those who believe not in Allah - Ar'Reh'maan the Exalted; they are the atheists - unreasonable and heedless who reject the First Cause, the Creator of their existence and acknowledge Him not; and also specifically the majority of Jews:
And they have made their selves liable to criminal cognizance - arrest by decree of Allah the Exalted.
This eventuality is because they persistently refused to accept the Aa'ya'at: Verbal passages of the Book of Allah the Exalted;
And this eventuality is because they kept indulging in character assassination of : the Chosen and elevated Allegiants of Allah the Exalted by contrary to fact slanderous and libelous statements to distance them from people's reverence;
This happened to them because they did not accept the Word and purposely kept transgressing and going beyond prescribed limits. [Refer 2:61]
Beware, the state of subjugation and dependence is struck upon them as distinguished feature where ever they were found. The exception is in circumstances when they have taken refuge by tying with the "Rope": the Book received from Allah the Exalted and when a unifying "rope" is afforded by certain people.
And they have made their selves liable to criminal cognizance - arrest by the decree of Allah the Exalted.
And disdain - contemptibility is struck upon them as distinguished feature.
This eventuality is because they persistently refused to accept the Aa'ya'at: Verbal passages of the Book - Unprecedented Displays of Allah the Exalted.
In addition, this eventuality is for their continued effort in character assassination of the Chosen and exalted Allegiants of Allah the Exalted by contrary to fact slanderous and libelous statements to distance-ill-repute them from people's reverence;
This happened to them because they did not accept the Word and purposely kept transgressing and going beyond prescribed limits. [3:112]
You the Messenger [Sal'lallaa'hoalaih'wa'salam] tell them: "May l disclose to you who is worse liquefying and irritating sufferer in this group; worse requital by the decree of Allah the Exalted?
He is whom Allah the Exalted has discarded as condemned and cursed; and has decreed criminal cognizance upon him.
And He the Exalted had declared some amongst such people as apes and swine;
And worse sufferer is he who served the defiant/aberrant.
They are the people who are mischievous; in disposition; behavioral settlement. And they are distantly lost away from the even course to destination. [5:60]
