It stems from Root: ن ز ل. Learned Ibn Faris [died 1005] had stated about this Root:  

نزل (مقاييس اللغة)

النون والزاء واللام كلمةٌ صحيحة تدلُّ على هُبوط شيء ووقُوعه

That the basic perception infolded in the Root is to alight, descend and get boarded, sojourned or lodged at a place. Any point, place, location where the thing or person gets alighted, or descended becomes the destination, place of sojourn and boarding, storage.

Lane's Lexicon: He alighted, descended and stopped or sojourned or abode or lodged or settled, in the place;

The Grand Qur’ān has explained its meaning by contrast:

: This is the first Passive voice perfect verb used in Grand Qur’ān. The term passive refers the construction where the focus is on the event rather than the agent. It is termed: فعل ماضٍ مبني للمجهول a verb whose agent is unknown. The direct object of active voice verb is substituted as Proxy Subject of the passive verb and assumes features and syntactic function that a subject takes.

In a discourse, the given information (assumed to be known or assumed by the audience) and new information may affect the structure of clauses. The information flow principle is to organize discourse in typical word order starting with given information and move to new. Linguistic forms vary as a function of informational considerations; what is assumed to be already known, what is most important, and what the addressee is required to focus on.

The information earlier given about the people who endeavour for salvation was and is known to the majority of audience, the Jews, Christians and others at the time of revelation. Thenceforth, what was new and most important information to be focused upon was added by repetition of Relative Pronoun and passive structure. It is what we know end-focus principle.

Ordinarily Passive sentences do not express the agent; but we do find sentences that overtly express the agent - the doer of action by a prepositional phrase; an example:

The verbal sentence in 2:4:   equates in third person structure: occurring in 2:285. The time-reference in the sentence of Ayah 2:285 is obviously the initial period of revelation when the exalted Messenger and the truly monotheist staunch believers accepted what he the Messenger would have stated to have been communicated to him.

The second time occurrence has this structure:    : that which Our Majesty have gradually sent upon Our Sincere Allegiant.

Whatever was revealed intermittently up to a certain point in time, it was relayed to public as a compacted-compiled unit for which reason Form-IV verb needs to be used to render it all-time reality for every reader:
